Container Security Initiative
Software Solutions Enable Organizations to
Comply with U.S. Customs 24-Hour Rule and Other Regulations

6, 2003 – FreightDesk Technologies, Inc., a provider
of supply chain software solutions to industry and government, today
announced the release of software applications to meet the recent
Automated Manifest System (AMS) filing requirements for maritime
shipments. The new FreightDesk applications enable international
supply chains to comply not only with current and emerging U.S.
Government regulations, but also allow integration of government
reporting requirements into existing commercial supply chain and
transportation management systems. The impact of the first of these
regulations to take effect, the U.S. Customs’ 24-hour Advance
Cargo Manifest Declaration Rule, is limited to maritime cargo, but
legislation is in place that will extend similar regulations to
truck, rail, and aviation no later than October 1, 2003. FreightDesk’s
software is already in use with new security-related initiatives
at two U.S. Government agencies for collecting and analyzing manifest
and other logistics data.
According to Rob Quartel, CEO of FreightDesk,

an interface to Customs, but what is really needed at the commercial

data required, and makes it available for other internal business
uses as well. Providing HTS classifications before shipment is a
real change in the process. A simple MQ Series interface to AMS
does nothing to facilitate this. Our technology enables supply chains
to comply now with the new AMS regulation, and also with the flood
of new rules that will be coming out next year as our nation addresses
the risks to its transportation infrastructure as a whole. Most
importantly, our data model and applications were designed to integrate
into existing logistics and transportation systems, to provide a
real return on what is now becoming a required security investment.”
The new 24-hour Advance Cargo Manifest Declaration
regulation requires ocean carriers and non-vessel-operating common
carriers (NVOCCs) to submit detailed shipment manifest information,
including 15 required data elements, 24 hours prior to loading at
the foreign port. U.S. Customs is requiring the presentation of
this information electronically and will utilize the data elements
that are transmitted to screen containers for possible terrorist
links. The new regulation became effective on December 2, 2002,
with active enforcement scheduled to begin on February 1, 2003.
Failure to provide this information within the required time may
result in penalties against the responsible parties, possible subsequent
delays in unloading cargo and, potentially, vessel diversions.
